LANCASTER – Water will flow along 15th Street West south of Avenue J during nighttime and morning hours over the weekend and Monday as Los Angeles County workers flush out a water well on which work was done.
The water is scheduled to flow in 15th Street West’s westside gutter from 10 p.m. Friday, April 21, to 6 a.m. Saturday, April 22; from 10 p.m. Saturday, April 22, to 6 a.m. Sunday, April 23, and from 10 p.m. Sunday, April 23, to noon Monday, April 24.
The southbound right lane of 15th Street West from Avenue J-4 to Avenue J will be closed to traffic during the flows. Los Angeles County officials say using water to flush out the well is a necessary and unavoidable step for bring the well back into service after major rehabilitation work.
County workers will monitor the flows during the flushing.

Context matters. The article here is about water running down the street. The injecting of ‘drought’ into the conversation is clearly implying “let’s talk about the waste.” If you couldn’t follow that, too bad.
