Op-ed: A message to unincoporated town councils from Supervisor Kathryn Barger

Dear Town Council Members and Community Representatives:

I would like to highlight an important cannabis taxation resolution that is on the Board of Supervisors’ meeting agenda on Tuesday, August 9.

If approved by the Board, Item 20 (General Tax on Cannabis Businesses in the Unincorporated Areas of the County) will put a ballot measure before Los Angeles County voters on November 8, 2022, seeking their authorization to tax cannabis businesses in unincorporated areas in the future.

I would like to clarify the following:

  • Imposing a tax in the future does not legalize cannabis businesses; legalization will require a vote by the Supervisors; and
  •  The ordinance that will define where and how cannabis businesses can operate is expected to be drafted and made public next year.

The County’s plan is to regulate cannabis cultivation so that it occurs only inside buildings – not in greenhouses – and to equally distribute businesses in each supervisorial district. This means two cultivation businesses would be allowed to operate in the Fifth District, which covers the Antelope Valley, the Santa Clarita Valley, portions of the San Fernando Valley, and the San Gabriel Valley through Claremont.

I will address this issue during Tuesday’s Board meeting. I want to ensure the record reflects that outdoor grows will not be permitted, and that cannabis cultivation referred to in this agenda item must take place in structures and not greenhouses.

I am acutely aware that the rural communities I represent continue to be disproportionately impacted by unpermitted and unregulated cannabis grows. I will continue being vigilant, working to prevent policies that could inadvertently increase that risk.

    Seems odd that they would have a restriction against being able to grow outdoors, or in a greenhouse, in an area with so much sunlight. Requiring indoor growing increases initial expenses which, presuming the operator/grower has sufficient capital to start off with, will be paid for by the consumers. No reason given in this op-ed for this governmental price increase on businesses and consumers, or the substantially increased barrier to entry they are imposing for small entrepreneurs that might want to get into this industry.

      Barger’s only concern with cannabis regulation is whatever is best for her patron Wrecks and his ragweed growing operation. Since they can’t produce quality product their only path is to supress as much competition as they can find a way to suppress.

          I know people in the industry…most sides of the industry. Wrecks and his cronies are from the “I had a plant in my closet when I was a pimple face” crowd and they are too arrogant to think that anyone knows more than they do…so they grow stuff that would have been ‘the bomb’…in the eighties. And unless they drive literally every other grower out of business their crap will never sell until federal legalization and big corporate processing come into play.

          By the way, a lot of my relationships in the industry are founded on the fact that they know I have no interest in their product…and that I will always hold my mud. Does anyone trust you like that? I can tell you that NO ONE trusts Wrecks like that…and anyone that trusts Wrecks at all is a fool. His word is exactly as good as the leverage held over him, and not a shred more. Gutless dishonorable scum that one; always has been.

        I believe that would be detrimental in many aspects of our country. Good regulation allows for better consistency of product, product safety, and a whole host of benefits to the consuming community… Which is why we regulate pretty much everywhere. Yes, regulations can be annoying, but the alternatives have repercussions that can go all the way to death for consumers (remember snake oil salesmen?).

            Sooo… ‘Zero truth to any of that’? Really? Your statement is, therefore, a claim that regulations have no benefit at all. You are suggesting that we remove all regulations on everything? Guess we don’t need those pesky traffic laws, eh, Ed? Or those laws about murder, rape, mayhem, etc… Oh, didn’t you realize that laws are ‘regulations,’ Ed? They allow civilization to function. Food safety regulations allow for a safer community when they eat, whether food is from a store or eaten at a restaurant.

            For what it’s worth, Ed, I didn’t say that you have to like ’em. But, they are necessary for a civilized country to operate.

            Ed… You seem to be unnecessarily your projecting internal fears upon external subjects. Have you considered therapy to try to recover your balance?

      Occasionally, this is true. This is also occasionally true of cigarettes and alcohol (both drugs, btw).

      I’m curious if your opinion continues to hold for those who smoke cigarettes and drink alcoholic beverages? Are these people also losers and scumbags in Frankworld?
