LANCASTER – Lancaster Choice Energy (LCE) on Monday launched its first electric vehicle incentive program, Ready, Set, Charge!
The program is designed to incentivize the adoption of electric vehicles while helping to reduce local gas emissions. In combination with local support from the Antelope Valley Air Quality Management District (AVAQMD), as well as participating Lancaster Auto Mall dealers and Antelope Valley Harley-Davidson, available incentives provide customers with the opportunity to claim up to $17,000 in instant savings, rebates, and tax credits.
“For years, it has been the belief of LCE and the city of Lancaster that true ecological change begins at the local level,” Lancaster Mayor R. Rex Parris said in a news release. “It is through partnerships like the one we have cultivated with our local businesses and organizations that we can make programs like this available to the LCE customers in our community.”
Current qualified LCE customers will receive a voucher valued at up to $3,000 in instant savings on the purchase of a new all-electric or plug-in hybrid vehicle or $1,500 off a lease from a list of qualifying vehicles at participating dealerships.
In addition to the incentives available to sustainability-oriented residents, the AVAQMD will offer $1,000 to Ready, Set, Charge! participants. Qualified low-moderate income participants will receive an additional $1,500. While Ready, Set, Charge! incentives are available exclusively to Lancaster Choice Energy customers, AVAQMD’s are open to all Antelope Valley residents.
“The AVAQMD is proud to partner with Lancaster Choice Energy to encourage and accelerate the adoption of electric vehicles,” said Vice Mayor Marvin Crist, who also serves as Chair of the AVAQMD Board of Directors. “Together, we are working toward ever-cleaner air and a more renewable future for our community.”
In addition to the local incentives from Lancaster Choice Energy and the AVAQMD, up to $11,000 can be claimed through local and state incentive programs. Federal tax credits may also apply and vary by make and model. Details are available from each dealer.
Ready, Set, Charge! runs through Dec. 31, 2019, or until funds are exhausted. LCE customers must apply for a voucher online or visit the utility’s office at Lancaster City Hall, located at 44933 Fern Avenue. The purchase or lease of a qualifying new all-electric or plug-in hybrid vehicle from a participating dealer is required.
For more information, visit LancasterChoiceEnergy.com or call 661-723-6084 for a list of qualifying vehicles, participating dealers, and additional information on state and local incentives.

Ralph Cramden says
More insider cronyism. Just like Lancaster Baptist getting tens of thousand of dollars in grant funds from Lancaster controlled AVAQMD. Public schools get the shaft, but Rex’s voting base gets tax dollars for their private school.
Alice says
Where are the facts to back up your comment, Ralph Cramden? I don’t believe what you say without facts, and that is the way it should be with any one that values the truth. Accusations are far to easy to throw out there on a public forum, it happens too often.
Ralph Cramden says
Alice, you have a computer or a smart phone, right? There’s this thing called Google. If you search for AVAQMD you will find their website. On the website, they list their meetings with agenda. It’s all for public viewing. Once you are there, read the agendas from October 15, 2019 and February 2018. You will see everything.
The truth is out there, Alice. You just have to look. For far too long, the hard working people of Lancaster have been hoodwinked by their leaders. They know that there are good hearted people like you, Alice, who trust them because they go to church and they are considered ‘community leaders’. They may go to church and they may have positions in the community, but they are leading us down the wrong path. They and their friends get rich, while we get scraps.
Alexis says
Ralph Cramden: Churches requesting support from “secular” funding for spiritual programs should never be done. LBC got funding for buses for tens of thousands of dollars from AVAQMD, which I, as an individual think is appalling, because there is a lot of deception involved. All a person can do in a community is vote someone in, or vote someone out. The leaders of churches are going to have to answer to God when the time comes. How wonderful it would be in this world, where there was no corruption, but it is much worse when corruption abounds in churches.
Alexis says
Don’t let these jerks with their “what’s the use, because everything is rigged” attitude, stop you from voting in the upcoming April, 2020 election in Lancaster. Voters, please go to your assigned polling place and vote! exercise your right to vote, and don’t listen to these hopeless people that post hopeless comments.
Gandalf says
No he is a person that will never miss a meal because he is depressed from being a sleez. His only friends are sleezy too. Aggressive and sleezy is how they move. Weight gain is also a mental illness.
You're the problem says
Gandalf: No, you are the one with the problem. Get some help for your mental illness, yes, your mental illness that mocks physical appearances, and can’t see your own wretched condition.
Be kind says
One commenter addressed this article, and the rest of the commenters choose to mock the physical appearance of those pictured. No wonder our nation has devolved into nothing but name-calling, insults, and all around hateful attitudes toward others.
AV Observer says
Mocking the physical attributes of those pictured is low class. Shedding light on their corruption and disingenuous intentions is not. Rex, Marv, and the entire Lancaster political machine needs to be exposed for what it is…a collection of good old boys who operated for their own personal financial gain at the expense of the general population.
It is true that they are feasting on Palmdale now as they have already bled us dry in Lancaster.
It is not mocking Rex to say he resembles Kenny Rodgers. That is an observation and not degrading. Rex’s character is nothing like Mr. Rodgers though. Kenny has done much good and has not devoted himself to character assassinations as our mayor has.
You're the problem says
Well, barely anyone showed up to vote Rex out, not once, but four times, so you get the politicians you deserve; it’s that simple. The voters did show up in Palmdale to vote for their mayor; it’s that simple. Apparently you’re doing a lousy job using this forum to expose anything, because over the years no one is paying attention to your group of complainers.
QH Holdover says
It’s a mockery of the entire City of Lancaster that these so called leaders have taken advantage of the system. The sad part is nobody will stand up to them only to be ruined. You get the leaders you deserve.
AV Observer says
In Lancaster the system is rigged. April elections, precincts at Rex controlled churches, and ballot counting done behind closed doors by city staff at city hall. What could possibly go wrong?
In Palmdale, the sleeze campaign masterminded by Lancaster commissioner DUI Drew was too much for Ledford to overcome. Besides, once Hofbauer figures out he was used by the Fern Street Mafia, he may end up taking the torch from Ledford and keep Palmdale moving ahead of Rexville. Or maybe when Ledford walks, he and Hofbauer will mend fences and together they will get Palmdale back on track.
The best scenario for both cities is to get rid of Rex and the Fern Street Mafia. It wont’ be easy, but with Rex’s recent implosions, the time is ripe.
You're the problem says
Excuses, excuses, excuses! Everyone knew about April elections, been going on for decades. Everyone knew when the hit mailer came out, (right before elections in April). Rex controlled churches? No, more like almost 90% of voters didn’t show up, so you get the politicians you deserve. If you’re not smart enough to realize after decades of April elections, that April in Lancaster is the time to vote, than it’s on you. I’m no scholar, but I do know if I want Parris out then I need to do some foot work to get people to the polls in much larger numbers than 11.2%, all four times.
You're the problem says
AV Observer: I know where the polling sites are, but apparently you don’t. There are plenty of places available to vote, and the informed voter (those that actually show up), knows that the churches, nor suspicious ballot counting has nothing to do with why you have had Rex as mayor for four terms. It’s very low voter turnout, but you continue to cast blame on anything else but the real reason. Your very comment seeks to keep uninformed voters from voting, what with your (what’s the use) attitude.
Alexis says
Exactly! Very, very, low turnout, the rest are excuses. Yes 11.2% turnout is abysmal. Very low turnout all four times!
Tim Scott says
Realizing it is a small part of the battle. Try telling your boss that you need to leave early so you can vote…on a random day in April. Have no doubt, Wrecks isn’t keeping the elections in April because that’s where they’ve been and he doesn’t want people to be confused by change. The
April elections are an intentional effort to suppress turnout, and all the victim blaming in the world doesn’t excuse intentional voter suppression.
East Lancaster says
If Rex cared about turnout, he would hold elections in even years in November to coincide with national and presidential elections. He doesn’t want a big turnout. He is happy that Lancaster Baptist and his other churches vote on their campuses for him.
If he cared about fair representation, he would push for voting districts so East Lancaster would no longer be ignored and be treated as the ugly stepchild. Rex likes having his hand picked westside rich Republicans on board who do his bidding.
The problem in Lancaster is the political machine. Until it is removed, expect more of the same.
You're the problem says
There are true victims, and there are people that choose to play the victim card, (victim mentality). Victim mentality is a dysfunctional mind-set that keeps a person from taking action to right a wrong, because, well, they’re victims. If voters can’t connect the dots that APRIL is when elections are held in Lancaster after many decades, then there is no hope for change. There are many polling places, and there is always time in a persons day to vote. Yes, elections should be held in November, but they’re not. People don’t care enough to remove the politicians they hate so much. When I left Lancaster in 2015, I was amazed at all the complaining being done, but no one was doing anything to make a change. When I voted in April against Rex for the fourth time, and only saw an extremely low voter turnout, I just shook my head. Wake up people.
You're the problem says
There are many polling places in Lancaster to vote, both in East Lancaster and West Lancaster, and the hours are from 7:00 a.m. to 8:00 p.m.. If you don’t like going to any of the churches, then go to one of the other places that aren’t churches. You can’t remove something if you keep this victim mentality, and can’t connect the dots between (hit mailer, among other sleezy moves), and voting in APRIL. Yes, voting should be in November. You are not victims, you just choose not to vote Rex out in APRIL!
You're the problem says
Read the comment by CAP’N LANCASTER in the A.V. Times, Lancaster city election results, April 22, 2014. Well said, you nailed it CAP’N LANCASTER! No victims here, just victim mentality.
You're the problem says
Rex likes elections held in April! Hours at polling places open between 7:00 a.m. until 8:00 p.m. Polling places spread all over Lancaster for you to vote in April. You can’t even be motivated to beat him at his own game, a game he hasn’t changed over all these years. CAP’N LANCASTER is right on with his comment. Logical fallacy to say victim blaming is going on here, laziness is the proper term. Most of the polling places are not churches, so go to one of them.
Alexis says
Yes, CAP’N LANCASTER gets it, and nailed it with his comment. Rex Parris’ term ends in April 2020, that’s April 2020, once again, that’s April 2020. Filing begins in December through January. Don’t forget to vote in April.
Tim Scott says
There appears to be some real misinformed people commenting.
First off “there are many polling places, just go to one you like” has got to be coming from someone who has actually never voted. You are assigned a polling place based on your address, you don’t get to just choose.
Second, the issue with the “polling places in churches” isn’t that people “don’t want to set foot in a church so they don’t vote.” The issue is that while the vote is being generally suppressed, Wrecks does still need people to vote for him, and that’s where he gets them. With the turnout pushed down to around fifteen thousand Wrecks is pretty much guaranteed the win just by the hundred percent turnout of resident students from the Baptist College, who vote at the Baptist church where they will get rounded up if they don’t show up, and who vote for Wrecks and Co because they really aren’t invested either way in the result so they vote as directed by their pastor…who Wrecks bought with city money.
Alexis says
CAP’N LANCASTER is very informed and he nails it every time. Shame on the voters for not showing up to vote Rex out. Where are the rest of the 89% of the voters that didn’t show up? Let’s just say all 11.2% of the voters were from LBC, where are the rest? Never mind, CAP’N LANCASTER told it like it was, even in the April 2014 A.V. Times article. Shame on the voters that just didn’t bother to show up to make a change. What LBC does or doesn’t do will have to answer to God, like the rest of us on judgment day.
CAP'N LANCASTER says
THIS HERE IS WHAT I DONE DID DONE SAID AN I’S WAS RIGHT
TO SPEND SOME TIME ALONE IN THE WILDERNESS TO COLLECT HIS THOUGHTS. WITHOUT GETTING TO EMOTIONAL ON Y’ALL..WHAT THE HELL HAPPENED LAST WEEK? AFTER ALL THE BS THAT TEAM REX HAS PUT OUR CITY THROUGH WE WENT OUT AND PUT THEIR BUTTS BACK IN OFFICE AGAIN? WHAT THE HELL IS WRONG WITH US? WATCHING THIS HERE SWEARING IN CEREMONY ONLY MAKE CAP’N LANCASTER WANT TO SWEAR!
WE KNOW A COUPLE THINGS FOR SURE: THERE ARE AT LEAST 4,000 COMBINED MORONS, DOPES, DUPED PEOPLE, CLUELESS VOTERS OR SINCERELY MISLEAD FOLKS WHO INKED THEIR BALLOT FOR MARV CRIST AND RON SMITH. HAVING LIVED HERE FOR WHAT SEEMS LIKE AN ETERNITY, I CAN UNDERSTAND. BUT, PEOPLE—WE GOTS 150,000 RESIDENTS, AND A GOOD CHUCK OF THEM IS VOTERS. WHERE THE HELL WERE THEY ON ELECTION DAY? SHAME ON YOU! SHAME, SHAME, SHAME!
SO THE FACTS IS, WE GET THE GOVERNMENT WE DESERVE. EXPECT MORE OF THE SAME THIS TIME AROUND: WASTING $90 GRAND A MONTH ON THE STUPID SPY PLANE, AN OUT OF CONTROL MAYOR SUING BUSINESSES, MORE NEPOTISM IN CITY APPOINTMENTS (HEY, AIN’T RON SMITH’S KID DUE A SPOT ON SOME COMMISSION BY NOW?), MORE LAWSUITS AGAINST OUR CITY, MORE MONEY AND ATTENTION ON THE FREAKING BLVD WHILE THE REST OF OUR CITY GOES TO HELL IN A HAND BASKET, MORE WALMARTS RAMMED UP OUR KEESTERS, MORE BIRTH TOURISM, MORE CITY MONEY SPENT ON FRANK AND JIM GILLY AND THE POLITICAL CONTRIBUTORS OF OUR MAYOR AND COUNCIL, MORE ROUNDABOUTS WE DON’T WANT OR NEED, MORE POTHOLES, MORE STORES GOING TO PALMDALE WHILE WE GET CUSTARD SHOPS, MORE OF NOTHING!
CAP’N LANCASTER IS TIRED OF SEEING CHICK-FIL-A’S OPEN IN PALMDALE, WHILE STARWOOD’S DOORS CLOSE IN LANCASTER. CAP’N LANCASTER IS TIRED OF WALKING DOWN THE BLVD AND HAVING TO CARRY A POCKET FULL OF COINS TO KEEP THE PANHANDLERS AWAY. CAP’N LANCASTER IS TIRED OF GETTING HIS FRONT END OF HIS CAR REALIGNED BECAUSE HE JUST HIT ANOTHER POT HOLE. SORRY, FOLKS, BUT CAP’N LANCASTER IS ALL WORKED UP!
IN THE MEANTIME I ASK ALL THE GOOD PEOPLE OF LANCASTER TO KEEP WATCHING AND ATTENDING THE CITY COUNCIL MEETINGS AND KEEP THE HEAT ON THESE CLOWNS. THEY WORK FOR US, NOT THE OTHER WAY AROUND. CAN’T SEEM TO GET THAT THROUGH A CERTAIN MAYOR’S THICK SKULL.
SPEAKING OF A CERTAIN MAYOR’S THICK SKULL, THE AMOUNT OF LAWSUITS BROUGHT UPON US BY HIS BIG YAPPER HAD CREATED A PRETTY DURN THICK BOOK! HERE’S WHAT WE THE TAXPAYER GET TO PAY FOR WHILE HE SPOUTS OFF HIS USUAL NONSENSE:

Kenneth says
This is another example of a government program that only helps the rich and well-off. An incentive to the rich consumer to buy a product that only the rich can afford.
Tim Scott says
It is indeed intended to help the rich. Well, a select few of them anyway, but not in the way you are thinking.
When a bank makes a car loan to a person with average or better credit they will generally finance the wholesale value of the car (what the dealer paid for it), the taxes, the license fees, and maybe a very small profit for the dealership. The dealership’s profit, generally, comes out of the down payment.
“Incentive” programs like this, just like factory rebates, give the buyer money that they can add to their down payment…which will almost all just boost dealer profit on the deal. There are a hundred ways to siphon profit out of the bigger down payment while claiming that it is “needed to lower your payments.” A well known car dealership owner once told a novice finance manager “if you write a contract where the down stroke is a lot bigger than my net profit you better be ready with a damn good reason.”
It’s no surprise that there among the “stakeholders” for this program are the various car dealer cronies who have sponsored Wrecks through the years, and recently paid for his acquisition of the Palmdale mayor’s office. He’s paying them back…with city money, of course.

Is that a hobbit on the left?
Vic says
No sure, but there is an oversized ogre in the back behind Kenny Rogers.
QH Holdover says
Not a oversized ogre that’s a overweight Marvin trying to hide his giant belly. That is a picture of pirates about to eat Palmdale.
Petra says
No Gandalf, he is a human being that is unique. Wouldn’t it be a flavorless planet if we all looked like you.
