Why do the cameras always have really bad pictures?

Because security cameras use really low frame rates and really low resolution. If they didn’t the amount of data they generate would consume an impractical amount of storage capacity. If you don’t store the data long enough for it to be used there’s not much point in recording it, so you have to be practical about it.

Using film quality video a terrabyte drive can hold about 500 hours. If your business has ten security cameras and used that quality you would be filling a terrabyte drive every couple of days. A WalMart sized store that has fifty cameras would be filling two terrabyte drives every day.
